The Shortsea XML project is being led by Norwegian standards organisation NorStella. Based in Oslo, NorStella is a government appointed body established as the national contact point for all international standardization activities in the field of electronic business and trade facilitation.

Technical Committee
A technical committee meets quarterly to create and define the technical standards, schemas and associated documentation.
Project participants
Around 30 companies were included in the original Marco Polo application as project participants. This list has grown significantly as the project has evolved.
